Capital improvement projects continue to progress throughout the city. Following are updates on the majority of projects:
COASTAL RESOURCES BUILDING
The new Coastal Resources building is progressing with the roofing complete and exterior doors and windows installed. Interior work continues. The project is slated to be finished by mid October and is on schedule.
The building is located near Sportsman Marina, south of the dog park on Canal Road East. Marina improvements next to the new building will house Coastal Resources vessels and eventually vessels from Auburn University. [This was updated on Monday, August 31, 2020 to remove information that police and fire vessels will be docked at the new Coastal Resources facility. Those boats will remain at their current locations.]
McCollough Architecture designed the building and the contractor is Phil Harris Construction, which won the contract with a low bid of $1.01 million.
24/7 ADULT FITNESS CENTER
On the Recreation Center campus, concrete is expected to be poured for the slab of the 24/7 Adult Fitness Center on Monday, August 31st, weather permitting.
The new 17,400-square-foot adult fitness center will include a main open-space weight/cardio room (10,700 square feet of space), two group fitness rooms with a breakout wall (3,400 square feet total), and large locker rooms with saunas, showers and restrooms.
Davis Architects and McCollough Architecture designed the building. (Note: The Davis and McCollough design team was selected through a lengthy Request for Proposals process in 2018 for the purpose of maintaining a cohesive vision as the city undertook the massive project of reconfiguring, renovating, improving and making additions to the Orange Beach Recreation Complex.)
The contractor is Stuart Construction, which won the contract with a low bid of $2.96 million.
The project is expected to be complete in early March 2021 and is on schedule.
TENNIS COURTS AND DRAINAGE IMPROVEMENTS
Also on the Rec Center campus, the renovations on the eight tennis courts are progressing. The courts have been resurfaced and fencing is being installed on the north courts, with the south court fencing to follow.
Two drainage ponds have been created and sod will be installed. Outfall construction has started.
Both projects are slated to be complete by the end of September and are on schedule. Sawgrass Engineering and WAS Design handled the designs. Ammons & Blackmon is handling the drainage work and American Tennis has the courts. The combined low-bid contract is at $1.48 million.
The tennis center project included the demolition of the existing courts and a complete rebuilding of all eight hard courts on the same footprint.
NEW PUBLIC WORKS BUILDING
With the city's donation of the 40-acre property for the construction of the new Orange Beach High / Middle School and Performing Arts Center on Canal Road, the Public Works Department will be moving from William Silvers Parkway to a site off the Foley Beach Express, behind Columbia Southern University and Baldwin EMC.
Roofing and wall panel installation is complete and concrete aprons have been poured. Interior framing and insulation installation is underway. Next steps will include installing overhead doors, windows and personnel doors.
Public Works Director Tim Tucker is overseeing the value-engineered project. Sun Coast Building won the contract to build the structure with a low-bid of $1.18 million. The rest of the work such as electric and plumbing, were bid and awarded separately. Public Works crews are handling the interior build out. The project budget is $3 million.
Designers included Sawgrass Engineering, Stewart Engineering & Construction and Industrial-Commercial Fire Protection.
The project is expected to be complete before the end of December and is on schedule.
This new public works facility brings all aspects of the department under one roof for the first time since the city was incorporated.
PERFORMING ARTS CENTER
With the new school now open, the contractor Sharpe Inc. has crews fully focused on the Performing Arts Center, which is adjacent to the school building.
The project was made possible through a partnership between the Orange Beach City Council and the Baldwin County Board of Education. While the school will greatly benefit from the center, it will be a facility for the entire community.
The 35,000-square-foot center will include a 710-seat main theatre, a black box theatre that can seat up to 175 for intimate performances, and a dance classroom. The total cost of the Performing Arts Center is $10.9 million with the county school system covering $1.41 million for the band and choir portion of the building with the overall city portion remaining under $10 million.
At present, metal stud framing is progressing inside, the slab was poured for the Black Box theater and dance room at the back of the building, and brick work continues.
The building, designed by McKee & Associates, is expected to be complete in May 2021 and is on schedule.
With the city’s donation of the 40 acres for the new school, the city’s utilities (sewer) department had to move out of its office building.
The new office building is under construction at the sewer plant site, which is located southwest of the Sportsplex. The slab has been poured and masonry walls are complete.
McCollough Architecture designed the building and the contractor is M. W. Rogers Construction Co., which won the contract with a low bid of $621,000. The project is scheduled to be complete in mid December.
The expansion of one baseball field and one softball field at the Orange Beach Sportsplex (Field 2 and Field 3) for Orange Beach High School is expected to begin in early September.
The baseball field will be upgraded to seat nearly 500 people and the softball field will be upgraded to seat over 400, among other improvements in the creation of these stadiums.
Davis Architects and McCollough Architecture designed the project and E-J Builders won the low-bid contract, which is now at $2.41 million.
The project is scheduled to be complete in mid January 2021.
Also for Mako Athletics, the former utilities office building will be renovated to serve as a temporary field house.
The renovation will include the addition of a workout room and locker rooms. The estimated city-funded construction cost is $400,000.
The building is located on the southeast corner of the campus, near the back entrance to the school.
This building is expected to help bridge the time between now and the construction of a new athletic training facility, with 50 yards of covered synthetic turf field, at the corner Canal Road and William Silvers Parkway on the school property in the near future.
