The Orange Beach City Council approved Ordinance Number 2021-1398 amending Chapter 70 Regulate Golf Carts (PDF) on Tuesday, November 16, 2021. The ordinance was adopted pursuant to the general police powers granted Alabama municipalities, Ala. Code 11-45-1, and in accordance with Ala. Const. Baldwin County Section 15.70 - Traffic Laws Golf Carts (PDF).
The Orange Beach Police Department conducted Golf Cart Inspections and Permit Registrations in neighborhoods in January, February, March, and April 2022. There are no inspections scheduled at this time. For more information, contact the Police Department at 251-981-9777.
Effective March 1, 2022, all golf carts in the City of Orange Beach require permits to operate on designated city streets. After the ordinance goes into effect there will be an education period for golf cart owners in the city, with warnings being issued, if necessary.
To acquire a permit, all golf carts must pass an inspection, as defined in Ordinance Number 2021-1398 amending Chapter 70 Regulate Golf Carts (PDF), approved by the City Council on November 16, 2021.
Required golf cart equipment and information to be inspected by officers include the following:
- Driver's License
- Liability insurance
- Head Lights (No higher than 36")
- Rear View Mirror
- Brake Lights
- Operable Brakes
- Turn Signals (Front and Rear)
- Windshield
If one of the requirements is not met, the cart will fail the inspection and no permit will be issued. Every golf cart owner must present a valid driver's license, and proof of insurance and have all of the needed equipment upgrades. There will be no exceptions.

If all items pass inspection, a fee of $75 will be collected on site (cash, check, or credit card) and two permit decals will be issued to the golf cart owner. Permits will be valid for three years.

Additionally,
- Once a permit is obtained, carts can be operated on designated cart streets or multi-use cart paths. Ordinance Number 2021-1398 Amending Chapter 70 Regulate Golf Carts (PDF)
- Anyone operating a permitted cart must have a valid driver's license issued by a state or other governmental authority.
- The headlights on the cart shall be illuminated at all times when it is in operation regardless of the time of operation and shall not be illuminated above 36 inches.
- Operators must adhere to all state and municipal laws applicable to the operation of motor vehicles, including, without limitation, all laws concerning the operation of a vehicle under the influence of alcohol or drugs.
